Cruzzos in Malahide is a lovely place to dine, and their earlybird is excellent, food great and entertainment at weekends. Lovely sea views.
Dining with a view in Dublin doesn't have as many options as one would hope. Some suggestions:
Thorntons in the Fitzwilliam Hotel- Michelin star dining, fabulous atmosphere, the tables by the window are on the first floor and overlook St Stephen's Green.
The Dome Cafe, second floor St Stephen's Green shopping centre- Great place for cake and a coffee, again excellent views of St Stephen's Green. Added plus on Saturday afternoons with live jazz in the cafe.

For sea views, Dublin city centre doesn't have many dining option to offer, but the suburbs of Malahide or Dun Laoghaire have some lovely eateries by the sea.
For amazing views across Dublin Bay and great food try Aqua Restaurant at the end of the pier in Howth. However don't expect service with a smile!
Another good choice for a nice view with good food is the Forty Foot on the south side of Dublin in the centre of Dun Laoghaire. This first floor restaurant and bar overlooks Dun Laoghaire Harbour.
