I stayed at the Pestana in Feb 2007 for two four-day blocks, before and after a two-week trip in Patagonia. I was booked in via my travel agent, who got me a room for EUR 88,- per night, a price I could never match via any other way of booking.
The hotel is situated on Carlos-Pelegrini on the edge of the Avenida 9 de Julio between Avenidas Cordoba and Santa Fee: i.e. all of the Microcentro is within easy reach on foot. I had rooms at the back (10th and 12th floors) and , despite the proximity of the world's broadest street, there was no traffic noise even with the windows open - just the background buzz ot the city.
Both of the rooms were large (for Europeans), clean and in very good repair and the air conditoning worked well and was not intrusive. Breakfast was included and there was a well-stocked, tasty buffet, which was more than adequate.
The staff were very helpful and friendly and pretty fluent in English. It went without saying that I could leave my excess luggage locked away for the duration of the Patagonian trip at no additional charge.
This is the best hotel I've stayed in so far in Bs.As. and I can recommend it without reservations - with the possible exception of the breakfast coffee.
