We stayed here twice as we moved around Argentina. The Nogaro seems to have 2 personalities. One is a modern city hotel (downstairs),and the other a slightly tired 3 star hotel (the bedrooms).
Plus points include excellent location, good reception staff who called restaurants, etc. Very good extensive breakfast.
Minus points: The bedrooms are rather tired. Bathrooms need a refurbishment. No bathplugs - though after a hilarous mime encounter the housekeepers found one.
No safe in our rooms. The solution was an envelope kept in the reception's safe!
We had to move rooms when we discovered that a US soccer team were using our floor. Probably nice lads but noisy in the corridor. The staff moved us with no fuss.
They allowed us to stay in our room until 3pm on the last day which was great as we were flying to Europe that night.
I would stay here again.
