I went way back in Nov 2001 before I found this website. This was post 9/11 so the place was really empty. The activities were non-existant because of the lack of people. On the weekends, it really picked up with local dominicans who were visiting the area. The beach was slightly rocky, so wear your sandals. The food was good on the weekends when there were lots of people, but terrible during the week. Lots of people trying to sell you things on the beach. Rooms were big. Bathrooms a little dirty, but no worse than your average holiday inn in the US. I think the place was a bargain for what you paid for.
One bright side was the pool was really nice. I swam and drank all day long and generally had a fun time. There was also a pool table that I spent a lot of time at. Sort of reminded me of my college days - bored and doing little things to entertain yourself. Another good note: The scuba diving from the little local shop was amazing. She gave us a 1/2 lesson on scuba diving (which taught you everything) plus two days out to sea for $75/each. I wish I would have gotten my cert there for $250 (which was the class plus a whole WEEK of scuba). It's several thousand to get the same cert here in the US.
We also toured many other hotels in the area. Don't go to Boca Chica - Other than the Hamaca, One of the sleaziest areas I've seen short of Tijuana.
