Kokotxa was offering a very nice and inexpensive fixed-price menu for lunch. Casa Urbano has a €24 lunch menu. Both are in the Parte Vieja.

Casa Urola, also in the Parte Vieja is also still reasonably priced, but the menu is a little more expensive.

Lunch will be a lot cheaper than dinner, even more so during the week. La Trastienda (calle San Jeronimo) is an example of one of those places with fairly reasonable lunch menus. Kaskazuri (I've mentioned it before; Paseo Salamanca) is very reasonably priced as well.

what´s good value?

140 euros for the menu at Arzak is excellent value, compared to other similar restaurants in other countries

The day´s menu at 10 euros (two main dishes + dessert + water and wine) in many restaurants (very common in Spain) for lunch is also great value.

It really depends on what you´re looking for.

I forgot to mention La Fábrica (calle Puerto). They have a reasonably priced fixed menu, too.
