Rheinfähre is one bus stop before Deutsches Eck. Bus line #1. 10-12 minutes by bus (= too far for walking with luggage).

Yes.

That's about a 20-30 minute walk from the train station. If you walk along the river, it is not really that bad, but depends on how much luggage you have.

You could keep your luggage by your table(if you don't have too much) or there is an area by the doors going out to the back. Here's a picture of that area on the KD boat we were on:
