I have looked at all of the reviews of budget hotels in Strasbourg, and I have a simple question: Is there a reliably, always clean budget hotel in downtown Strasbourg for under $100 USD per day? Every hotel under that price that I read about in Tripadvisor, has some glowing reviews and some reviews that call the same hotel a bug-ridden, dirty place. I am very wary of positive reviews posted by hotel owners and relatives of hotel owners disguised as guests. I really need a decent review. Otherwise, I'm going to stay at the Bugatti Hotel in Molsheim, and take the train back and forth to Strasbourg to see the sights. It's the only hotel I see at a budget price that really looks clean and not run-down. I'm hoping there's one downtown. I don't care if it's close to the cathedral, as long as it's near a tram or train station leading to downtown. Thanks.

Well I understand your point of view, I would add that negative review can be fakes made by other hotel, so there is no way to have a 100% reliability on reviews.

Concerning your search, it will be hard to find a good hotel in Strasbourg downtown for less than 100$, don't forget that it only represent 65 € which is quite nothing for a good hotel.

Still you don't have to go as far as molsheim to find a good hotel at an inexpensive price, look for places like Illkirch, it's 15 minutes from downtown with the tramway and you can have great price but there is not much to do in the direct area of the hotels...
