In re-reading your original posting, I see that you were asking about hotels near the Council of Europe. Then you asked how far would this be from the airport. I thought you wanted a hotel near the airport, and that is what I said I am also looking for. I heard back from the Hotel Pere Benoit which is NOT near the Council of Europe but is very very close to the Strasbourg Airport. They wrote to me: "There is of course a tramway which can lead you from Strasbourg center to Lingolsheim (6 kilometers away from our hotel). After that, you can take 2 different busses to Entzheim. But the 1st November is a free day, and the busses are not so frequent, and I mean the trip will take you too much time. I would suggest you to take directly a taxi, it would be easier for you." So they are explaining that it will be hard for me to get from Strasbourg to their hotel using public transport on a Saturday, i.e. tram + bus + bus when the schedule is infrequent. The hotel is practically alongside of the runway! 5 minute drive to airport, but getting to it is the problem. I don't think that the center of Strasbourg is more than a km. or so from the Council of Europe. So pretty much any hotel in downtown would be a reasonable distance. Then you probably would have to take a taxi early in the morning to the airport, and I suggest that you look at perhaps the Hilton or Europe Apparthotel or Hotel Esplanade or any of the others near downtown and ask them how much taxi far to the airport will be. I had planned to stay the last night at a hotel near the airport, but now I think I'll stay downtown and take a taxi to the airport in the morning. One way or the other I'll be taking a taxi to the airport unless the train runs on Sunday mornings very early. The train has a stop 5 minutes from the Strasbourg air terminal.
