IMHO, there is never a bad time to visit Niagara Falls.

Late September / early October, the summer crowds are long gone, and the rates at the hotels have lowered a bit.

Temperature wise, mid- September will still be semi-warm, and it gets progressively cooler as fall begins.

I went last mid-Sept. We did have an occasional rain, but for the most part, the weather was good. I enjoyed not having the crowds. We bought the pass and used the people mover and were able to get all of the main attractions done the first day without waiting in any lines. I wouldn't start your day any later than 10 am, because that is when the tour buses start to show up in many of the places. We were lucky that we always seemed to be just ahead of the buses. We started with White Water Walk and did everything on that side, and ended the day with the last boat for Maid of the Mist.
