Are these temporary closures to fix violations or more permanent?

Here's what is reported on Yahoo. It may be from the AP.

…yahoo.com/s/…mexico_beach_fight

MEXICO CITY - Mexico's Environmental Department is closing down at least five small, upscale hotels and three other developments south of Cancun.

Officials say the businesses don't have permission to operate in the protected area near the Tulum Ruins.

Inspectors and soldiers arrived Monday to post closed signs. They say they will be back on Friday to permanently close the businesses and begin clearing out guests.

The closures were officially announced Wednesday.

Hotel owners say their papers are in order and the government can't shut them down.

Federal environmental prosecutor Patricio Patron says the hotels could eventually be demolished if the owners can't prove their legal right to the land. But he says that will take a year or more.

The hotel owners say the government cant shut them down? My bet would be with the government.

Not unusual for hotels or condos to be built without the proper permits--several are in Cozumel also. Sounds like something triggered this shutdown--maybe the owners contributed to the wrong political party, ha ha.

Supported the wrong guy, or they're just not the big Spanish developers bringing in millions of tourist... those mega resorts seem to get away with everything and anything.

Wonder also if the newly formed Tulum municipality may have something to do with this?

I wonder if this has anything to do with this:

http://www.downtowntulum.com/index2_en.php

This is upsetting if true - do you think they are clearing out the small places to put in portions of downtowntulum?
